Just so that it doesn't get lost:
The complication is that AND allowed us to import their data on the terms of a
licence that is incompatible with the ODbL. So back in ~2012, that is
pre-licence change, the LWG reached out to AND and got permission to retain the
data. The terms agreed on then is what is relevant, and I suspect Michael
Collinson or the LWG minutes from 2011-12 to be the best source on what they
actually were.
