This issue was about modifying "friends" functionality and changing it to the 
"follow". As tomhughes mentioned:

Although "follow", rather than "friend" is a good idea!

#5261 fixes it and is merged. If we want changes how "follow" functionality 
should behave when user is reported or blocked from editing, it should be a 
separate issue. Creating a new issue will help issues to be separated by 
changes they are proposing, and it will also make discussion easier. Therefore, 
it's better to close (resolve) this issue and create a new issue about changing 
behavior of "follow"/"friendship" functionality when user is reported or 
blocked.
