your proposal is missing big part: "why"
why spending effort in coding, maintaining and complexity increase of interface
would be worth it?

just because plugin maintenance failed it does not mean that it should be
maintained as part of openstreetmap-website project
in fact, persistent failures indicate that either it is problematic to maintain
or lacking interest and would be reason against it
