ActivePerl seems to install the required software (compilers etc.) when it needs to compile something from the CPAN, but since the compilers are not wanted on the servers, then I'd say it might be best to skip CPAN. I'll get back to you once I have more info about Win32-Lsa for ActivePerl 5.20 or 5.22.
