I upped everything to trace 5, startup is clean no perl errors or anything 
missing

No packet or anything just that oddly

it sounds like one of the PERL prerequisites might not be installed... the 
install guide lists the required PERL modules... ActiveState PERL has binary 
modules to install, Strawberry PERL will compile to install them.
