The recent patches for Radiator 4.11 contain updates for configuration
check mode (radiusd -c).

Identifiers are now registered even when radiusd is invoked -c option.
Module activation is not done with -c and all the configuration checks
done by each module during the activation are now done separately. This
allow checking the configuration without activating the modules and
causing error messages related to e.g., binding to ports.

Those who have their custom modules may want to see e.g. AuthTEST for an
example how to apply the changes to their own modules.
