It has been a long time since I came to Rome to assist Telecom Italia with 
Radiator!

The short answer to your question is no, because the RADIUS protocol is based 
on UDP not TCP.

However, we do provide an alternative called RADSEC, which is RADIUS over an 
encrypted TCP connection.

Of course although Radiator supports RADSEC as standard, the other end of the 
connection must also support RADSEC.

There are numerous implementations of RADSEC available so you should do some 
checking to see what is available to you.
