If Radiator is used to allocate the IP address in the Access-Accept, then the 
connection will be forced to use that address. The authentication 
Access-Request does not usually include a Framed-IP-Address in any case.

There is nothing special required, just provide the Framed-IP-Address for 
each customer in the database.
