Radiator can proxy radius requests through to a TACACS+ server, but Radiator
itself is not a TACACS+ server. The direct answer to your question is that you
would leave your TACACS users in your TACACS server and have Radiator query the
TACACS server.

Note that Radiator only handles authentication from TACACS, not authorisation
or accounting.
