OK ... I've somehow got strict turned on by default. Happened when
I added all the CPAN stuff.

I assume that just adding "no strict" to radiusd and radacct.cgi won't
completely cure it.

How the hell do I remove strict as a default behavior? Can't find it
documented anywhere ...
