It should be possible.  One thing I've learned with Radiator is that
pretty much everything is possible.  The key will be determining how the
MegaPOP users will look to your radius server.  For example, if they will
be coming in from a certain client or set of clients you could set a 

<Handler NAS-IP-Address = xxx.xxx.xxx.xxx>  
#(Where the xxx's are the MegaPOP NAS)
        <AuthBy UNIX> 
        #(or whatever you use to authby normal users)
                xxxxxxx  #authby stuff in here
                AddToReply Session-Timeout = 36000
        </AuthBy>
</Handler>

<Handler>
#this is now your DEFAULT realm/handler
</Handler>

Of course this is one way to do it, but again the key would be to find out
how your will differentiate between your normal users dialing into your
pool and what MegaPOP will send.
