You would supply the IP address in the reply attributes for the user:

# this user entry returns a static IP address
# first line is check items, second and following are reply items

user    Password = ".....", .....
        Service-Type = Framed-User,\
        Framed-Protocol = PPP,\
        Framed-IP-Address = 1.2.3.4,\
        Framed-IP-Netmask = 255.255.255.xxx

Note that the NAS must also be configured to honour the assigned IP address.
