There is also an NSS module out for pwdb. PWDB can do unix, shadow and
RADIUS.

The NSS module will probably require a little work though. I have done
something similar but still haven't tested FTP through it.

You will most likely need to use a combination of NSS and PAM (using the
pam_pwdb module)

the PWDB NSS module can be obtained from:

        http://www2.ncsu.edu/eos/project/linux/lug-devel/nss_pwdb-19980617.tar.gz

There may even be a newer one around now.

Of course I'm not sure if anything else other than RedHat supports PWDB.
