OK. I went into radpwtst and changed the NAS IP address to 127.0.0.1. I went into radius.cfg and made sure the <Client localhost> entry was changed to <Client 127.0.0.1>. Ran the same test and got the same result. I then went into the radius.cfg and made an entry for 206.30.215.8. I then went into radpwtst and changed the NAS IP address to be 206.30.215.8. Same test. Same result. Again, I'm putting the password in clear text on the command line like so: -password thisisapassword I've got the same secret in all my <Client xxxx> entries as in radpwtst. I even put the secret on the command line to be sure. I just am not sure what to do at this point.
