From the error message, it looks like a firewall/proxy issue.

It definitely is not the package itself:  I'm still on Racket 7.7, but it works for me.  I tried both with 64 and 32 bit BC on Win10 1909 - the package and its dependencies install for me without errors  [but I don't know how to test the install  8-)]
