I think a difficulty is that we have sets of developers with different requirements for a system, and satisfying Bob's requirements makes satisfying Alice's requirements more difficult. And sometimes the requirements are in direct conflict.

It might not help cooperation, if both Alice and Bob wonder whether the other's requirements are not as enlightened as their own.

If Bob got his requirements implemented first, and Alice doesn't have extra time for working around of all of Bob's stuff, Alice might never get her requirements satisfied.

(Alice's options include: give up on her requirements; make a separate and incompatible thing; or encourage Bob to take up very unhealthy habits, like smoking, Red Bull, and parkour.)
