I've seen the phrase 'Tail Call Elimination' used, for precisely this reason, that it's not merely an optimisation.
While it's not as cute as Proper Implementation of Tail Call Handling, it's possibly more descriptive (saying 'proper' is rather begging the question), and close enough to the more widespread TCO to be intelligible.
