Sorry for the inconvenience, Richard. If you go to the preferences dialog (DrRacket|Preferences on a mac, Edit|Preferences on other platforms), choose the "Tools" tab, click on "Algol 60" and then choose the radio button (near the bottom) "Skip the tool" and restart DrRacket, it should be gone.
(You will also lose the ability to run MrFlow on Algol 60 programs. If you wish to retain that capability and remove the button, I think you will probably need to make changes to the runtime system and recompile Racket. There may be a simpler way, but it isn't obvious to me what it is.)
