Maybe simpler: why not just treat the mouse like a joystick? That is, if you press the mouse down and move it a little to the right and hold it there, the camera continues to move smoothly until you release.
Firefox "autoscroll" is one popular example of this. Middle-mouse-down on most parts of the page puts an indicator at pointer position on screen; then, until mouse-up, the direction and speed of the scrolling is relative to the direction and distance of pointer from this indicator.
