You can try setting the PLT_WIN_GTK environment variable, which will cause "racket\collects\mred\private\wx\platform.rkt" to select the Gtk backend under Windows.
I haven't tried it in a while, though, so I don't know how well it will work (i.e., I gave up the idea of really supporting that mode).
