Have you tried XMonad? Functionality and stability are great, the source code is clean and small, and you can configure and extend it in a powerful language (Haskell).

For this particular application, I'm not sure anyone could do as good a job in Racket as they've done in Haskell, but someone should try.

Incidentally, my nascent Racket-based appliance currently uses XMonad to pretend that there is no window manager ("http://www.neilvandyke.org/weblog/2012/10/#2012-10-24";).
