The Web site at the URL you name still claims that the Quack available for download is from "2009-10-14" - a year old.
Perhaps it's because my rigorous quality assurance process for Emacs hacks takes a year for each release.
Actually, that was a typo on the Web page. Clicking the link will get the latest version.
