Yes. And, in fact, Racket is doing most of the work, not only for evaluation, but also when it comes to obtaining metadata for completions, showing arities and argument names, listing module exports, etc., etc. Emacs just starts a Racket process and asks it for the data it needs. And there's also an 'interactions window', with history &c.
