Simon,  I am not sure that this is a bug, it is a security "feature".  There is a macOS Ventura setting in:    System Settings -> Privacy & Security -> Files and Folders -> Installer -> Downloads Folder     If that is not enabled, then installation from the Downloads folder will fail.
