Roger, Due to macOS Mojave shift where system headers are located, you'll need to run:
sudo installer -pkg \ /Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg \ -target / This installs the headers back to the default location of previous macOS builds, e.g. /usr/local.
