My bad. Your wording (and I quote) "Dockerfile I use to build r-base" mislead me as I read "build" as opposed to "install". Anyway, many of us have such Dockerfile variants; I probably published and use (in recurrent builds) half a dozen around rocker and rocker/r2u. Let's try to focus on the README.md at https://cloud.r-project.org/bin/linux/ubuntu/ which could be the canonical source for easy-to-follow steps.
