Not quite sure what you aim at.
You submit a source package. Make sure it can be linked with any BLAS.
CRAN checks your package (after acceptance) with R versions linked
against OpenBLAS, MKL, ATLAS etc.
Binaries are always linked against Rblas for maximal compatibility.
