Ben, thank you for your response.
The text2sdg package was added on 24 January 2023.
I had created a drat repository called USA.state.boundaries.data to
store the full set of maps (1 of which is needed for my iemisc package)
and I had only a subset of the maps in the USA.state.boundaries package
which appears on CRAN.
In order to submit the revised iemisc package to CRAN, I had to add the
map data set from USA.state.boundaries.data which iemisc requires for
key functions to the USA.state.boundaries package. I first tried to
submit the revised USA.state.boundaries package with the map that iemisc
requires to CRAN back in December 2022. I exchanged some e-mails with
Uwe prior to the holiday break.

Out of curiosity, what was the recently added package?
It looks like the previous version of your package from about a year
ago is only a 1.2MB tarball. Also out of curiosity, what caused the
increase?

Greetings!
I submitted my USA.state.boundaries package on 6 January 2023 and Uwe
responded back letting me know that it was over the 5 MB CRAN
threshold. I responded back to Uwe letting him know that as of that
date there were 52 CRAN packages over 5 MB. As of today (29 January
2023), there are actually 53 CRAN packages over 5 MB.
As I heard no response back from Uwe, I re-submitted my
USA.state.boundaries package on 12 January and 21 January. As of
today, I have not heard any response back from Uwe or any other CRAN
team volunteer.
There are 2 questions:
1) How long should it take to receive a response back from a CRAN team
volunteer after a manual inspection of a CRAN package?
2) Why has my package been denied acceptance to CRAN while a new
package over 5 MB has been allowed to be hosted on CRAN recently?
Thank you in advance.
