I am trying to (re)submit my package to CRAN using devtools::release(), which I 
have been doing for a couple of years without any serious glitches. I just 
updated to R 3.5.0 and am using RStudio 1.1.447. I am wondering if this new 
error I am getting is known to others:  ERROR: Error in 'git2r_remote_fetch': 
SSL error: error:1407742E:SSL routines:SSL23_GET_SERVER_HELLO:tlsv1 alert 
protocol version.

I get a similar error from a Mac and PC. I can Push just fine to github. Is 
this something I can resolve or is it a problem more generally that requires a 
fix of some sort?
