Steven, Package 'XML_2.6-0.tar.gz' is the Linux version, it doesn't unpack in Windows. For Windows you need to download and instal: 'XML_2.6-0.zip'. Which is available from: http://www.stats.ox.ac.uk/pub/RWin/bin/windows/contrib/2.10/
