Probably as a regular user (good call)...  But just now, I uninstalled and
reinstalled as administrator, and I'm running as administrator as well, but
still getting the same error:

browseURL("http://www.r-project.org <http://www.r-project.org/>")
Error in shell.exec(url) :
  access to 'http://www.r-project.org
<http://www.r-project.org/>'<http://www.r-project.org/%3E'>denied

Any other ideas?
