The name of the command is INSTALL, not install. In earlier versions of R it was an external command and case-insensitive file systems would accept install, but in recent versions it is internal, and R is case-sensitive.

i have re installed and double checked everything and downloaded everything i can about how to intall r packages. My conclusion is that the problem is in the path that the perl script is looking for on the web it says that dos path can be abbreviated using ~1, however what does not make sense
is the R-29~1.2
the version of R i am running is R-2.9.2 and there is a folder by that name 
etc..
i do not undertand why it says abbreviated R-29~1.2.
Is this the problem and how do i correct it.
