John Fox had a slide on this in his useR 2008 talk "The Social Organization of the R Project" (page 7), with package counts up to March 2008. As "Source of Data" he gave https://svn.r-project.org/R/branches/. I've been digging around in there but really have no idea how he found the relevant data there.
I'd be quite interested in this, too, so if you find out anything please drop me a line...
