Jason, if you install NppToR, it generates the XML file for you, I think. That is one way to get it.
Or, you could use Npptor as is, it not only gives R syntax highlighting, but can also send commands to the Rgui (simply by pressing F8). I have been using it for quite a while and I really like it.
