I'd say "arrogant" is a bit harsh. There are mailing lists where there is a good summary culture (haven't come across one lately though, remember it rather from 15 years ago) which doesn't make you feel excluded, rather quiet mailing list where a sudden lengthy discussion would cause people to react bewildered and alienated, and specialized questions which only interest a handful readers, who could always contact the original contributor for more information. This list and Hans' question doesn't fit any of the criteria.
