That looks like a UTF-16LE byte order mark. Simply open the connection
with the proper encoding:
read.delim(
'https://online.stat.psu.edu/onlinecourses/sites/stat501/files/ch15/employee.txt',
fileEncoding = "UTF-16LE"
)
