it was fixed and the last two comments discuss how to handle it in Windows: you add a new User Environment Variable: R_LIBCURL_SSL_REVOKE_BEST_EFFORT and set it to TRUE This fix is in R-4.2.1 Patched (I don't know if it has made it out to the full distribution) and works in my 'corporate' environment. Perhaps it also applies to your environment.
