You do that by right clicking the R icon on the Windows Desktop and then choosing Run As Administrator .
Alternately grab el.js and Rgui.bat from the batchfiles distribution -- home page is at: http://batchfiles.googlecode.com and place them anywhere in your path and then you can just do this from the command line to start up R as an elevated process (you will be asked for confirmation): el Rgui (Omitting el starts it up normally.)
