Read the help for install.packages.  Essentially it says to

(a) set repos=NULL
(b) set pkgs equal to the file path to the source of the package that
    you wish to install

If, as is likely, you are using Windoze, then (I believe) there is a point-and-click facility for installing packages "from local zip files".
