I believe that b. is .Machine$sizeof.pointer*8. I am not aware of a method to figure out the difficult part of a.: whether a 32 bit R is running on 64 bit Windows. I'd expect that you have to ask the OS somehow. Google coughs up one or two interesting pointers.
