I found a very similar problem to mine that also had no response from 2009 
using library sem and polycor:

I have a five-factor latent model that converges when using a covariance 
matrix, but fails to converge when using a correlation matrix (generated by 
hetcor, shown below) more appropriate for two ordinal variables present in the 
data, even when iterations/convergence parameters are high. I am suspicious 
that our specification of the structure itself may not be the proper format or 
something else simple. Insight appreciated!
