Why would you expect plot.new from base graphics to play nice with grid ?
if you like/use grid graphics, stay in that world:
pdf("test.pdf");
grid.rect(gp = gpar(fill="blue"));
grid.newpage();
grid.rect(gp = gpar(fill="blue"));
dev.off()
