This doesn't make much sense. I can imagine that you're looking for an implementation of a constrained Nelder-Mead algorithm in C. If there were one in R (which there isn't, you could pull it out of the code). You might search for COBYLA in http://www.jeannot.org/~js/code/index.en.html ...
