Yes. Do you have an administrative account? It seems in that version of Cygwin such accounts automatically get the -p flag added to tar.

I'm still using an earlier Rtools (Rtools 2.12 is moving, and the change to Cygwin 1.7 is recent). But in theory

tar --no-same-permissions

should undo this.  I think the message may be harmless, though.
