You have not told us which version of R you are trying to build. But this looks like a problem with your bintools, as nothing has changed in that line for a long time.
I am using binutils-2.17.50-20060824. There was an update at the weekend, and I suspect that is broken because it says In addition it patches windres to allow use of spaces in filenames, Does altering the Makefile to have -I../include work?
