Are you saying that you'd expect different versions of R to have the same md5sum?... ;-) CRAN master has the old md5sum.txt as well, so I guess that the Windows maintainer just forgot to update it. Incidentally, I don't think it's all that smart to have the md5sum in the same location as the binary. If one is tampered with, the other one could be too.
