Why not? After all, if you don't need it, you don't use it. What about a warning in the docs saying something like "be careful! If you drop the connection: legal MTAs will retry, spammers will probably not". I'm sure you can do even nastier things within plugins code, and this hook can be helpful for having plugins that want to set a note for later dropping the message (if you want to be RFC compliant), or just saving processing time not doing antivirus or antispam checking just looking at the headers.
