I've gone through the entire thread.  At the end there was a BOF
announced for eai at the Oct 2003 IETF meetings.

The first two hits for
        google: Internationalized Email Addresses

are a list of drafts:
http://www.ietf.org/ids.by.wg/eai.html

and the charter posted March 2007:
http://www.ietf.org/html.charters/eai-charter.html

For the first link, google displays:

        The Email Address Internationalization (UTF8SMTP) extension
        allows UTF-8 characters in SMTP envelope and mail header
        fields. ...

which is ironic since Bernstein spent about a year fighting for UTF-8 in
DNS rather than the proposal which was accepted as RFC 3490.

Almost all the draft proposals are dated November 2007.
