I should have read past the first paragraph ... Bernstein was writing before RFC 2822 was final, I believe. At that time, I guess it was obs-local-part to which he was referring and obs-local-part may not be 'empty'. But "" is not 'empty' and is explicitly allowed by RFC 2822.
