No, it's not, because in email clients you normally can't create rules like 'block the mail when it contains a header line like 'X-Spam-Level: <level>' where '<level>' is greater than 10. But you can easily write a rule like 'block the mail when the content of 'X-Spam_Level' contains the substring '**********'
